What NZeTA with a Visa Waiver?
Immigration New Zealand defines the NZeTA as an online assessment provided to residents of non-EU countries who are visiting New Zealand without the requirement of a Visa. There is a small fee associated with the evaluation. Additionally, non-EU visitors may be subject to an additional tourist tax known as the International Visitors Conservation (IVL) Levy. A supplementary tax applies to non-EU visitors who enter on a ‘visa waiver’ (without the visa requirement).
If you travel to NZ on an Alternative Visa, you do not need an NZeTA.
The NZeTA is only required if the individual travels to New Zealand on a visitor visa from the “visa waiver country” (as indicated above). If the individual is travelling on a different visa (e.g. a paid Visitor visa, a Working Holiday visa, a Student visa or another work visa), an NZeTA is not required because the individual has already paid the fees associated with the purchase of their visa.

What is IVL?
The IVL is also known as the “international visitor conservation and tourism levy”. It was introduced alongside NZeTA and is paid for by all tourists and working holiday travellers, regardless of whether they enter the country under a visa waiver (NZeTA) or a visa (actual).
If you’re applying for a working holiday or tourist visa, you’ll already be charged the IVL when you use it for an NZeTA (if you apply for one of the cheapest NZeTAs available), so you’ll pay the IVL directly. Only New Zealand residents pay this city tax; only residents (or equivalent status holders like Australian passport holders) pay the IVL.

The International Visitors Conservation and Tourism Levy (IVL) is the fee for purchasing an Immigration New Zealand (NZeTA). The IVL is approximately NZ$35 and is applicable regardless of whether the user is accessing the NZeTA website or the Immigration New Zealand app.

Approval of your NZeTA can take up to 72 business days, but most customers receive confirmation within 10 minutes.
